Whether you qualify, what the examination covers, why a result was what it was, whether a credential can be reinstated, and any appeal against a decision — those are the certifying body's. They set the requirements and made the decision; Qualeron administers the record and cannot change it. Your credential document names the body that issued it, and a verification result names them too.
